City Clerk Opening

The City of McMechen is currently seeking qualified applicants for CITY CLERK. to perform a variety of functions associated with the operation of the City of McMechen. Resumes will be excepted until 3 pm December 12. Must be available for an interview on December 18th starting aat 7 pm.

Essential Functions of the Job

  • Records and maintains minutes, ordinances and resolutions of city council proceedings. Coordinates notification and scheduling procedures. Oversees and/or posts public meeting notices. Composes agendas, attends meetings, composes meeting notes and drafts and distributes meeting minutes of the city council. Provides information and assistance to the city council within the scope of designated authority. Manages the signing and sealing of legal documents. Reviews, validates and applies city seal.
  • Serves as the keeper of city records. Searches and retrieves city records as requested. Provides public access to government/public records. Performs records inventory. Maintains, updates and monitors City-wide and departmental records retention and purge program. Disposes of records.
  • Administers and files oaths of office.
  • Incorporates into the budget process. Identifies divisional staffing, equipment, facilities and related needs. Identifies funding requirements, grant funding and/or other revenue sources. Oversees divisional budget development, preparation and presentation. Provides justification and responds to inquiries. Monitor budget allocation. Reviews and/or oversees approval of budget expenditures, purchases and procurement.
  • Accountable for following state procedures for instituting and managing levies assessed by the city, managing the proper use of those funds, and maintaining all recordation in accordance with any levies.
  • Coordinate and lead annual state audit process, liaise with external auditors and city council and ensure audit process in completed as required and in a timely manner.
  • Issues and controls application process for various permits such as itinerant merchants, structure moving, street closures and parades.
  • Identifies, reviews, assesses, oversees and modifies and/or approves modifications of operational and procedural policies and procedures. Identifies and establishes protocols and processes. Recommends and implements change to existing policies and procedures. Determines compliance.
  • Administers employee and operational performance measures, goals, objectives and priorities under the guidance of department heads and city administration. Prepares performance appraisals. Implements subsequent performance-related actions under the direction of department heads and city administration. Maintains employee information and is responsible for human relations administrative activities.
  • Assists with contract administration; serves as liaison between project managers, the city attorney and any third-party entities for the review and approval of contracts; reviews Certificates of Insurance renewals for all City contractors; maintains contract database and notifies project managers when agreements are subject to expiration; prepares a variety of reports.
  • Identifies, recommends, reviews, assesses, establishes, modifies and maintains divisional strategic plans. Identifies and monitors long and short range divisional goals and objectives. Designs and/or oversees performance measures.
  • Oversees and maintains all legal advertising.
  • Registers and licenses all city vehicles. Works with staff to rid the city of vehicles and equipment through the auction process.
  • Scheduling procedures for municipal court dockets, maintain municipal court records and ensure application of fines paid; may be certified as a municipal court judge and act in the capacity if needed.
  • Maintain city insurance and malpractice coverage and compliance, liaise with insurance provider(s) as needed on coverage for all city properties and needs.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to the City Clerk's Office including municipal records management and state auditing procedures; incorporates new developments as appropriate.

Other Duties of the job

  • May be required to work outside the traditional work schedule.
  • Attends a variety of meetings with department heads and division staff. Organizes various projects requested by department heads and City Administration.
  • Performs other duties as assigned or required.
  • May be subject to call out and/or call-back.
